Why Is My Phone Screaming? Korea’s Emergency Alerts, Explained

That ear-splitting siren coming out of your phone is a jaenan munja (재난문자, literally “disaster text”) — a location-based emergency broadcast from the Korean government, not a text message. There are three levels. Only the top one, a 60-decibel critical alert, cannot be silenced. And yes, there is an official app that translates them into English.

I got a vivid reminder of this a couple of weeks ago, around six in the morning, during one of jangma’s nastier downpours. An extreme-rain alert hit my phone and my wife’s phone about half a second apart. Two sirens, in stereo, slightly out of sync, in a dark bedroom. The kid woke up crying. My wife — an ENFP who needs a good ten minutes to become a person in the morning — muttered something unprintable in the general direction of the Korea Meteorological Administration. And I lay there, fully awake, doing the one thing an ISTJ who builds alert systems at a financial company cannot help doing: silently grading whether the alert was well designed.

It was. Annoyingly, it was.

So this post is me decoding the thing that has been screaming at every phone in Korea this July — the rain alerts, the heat alerts, the new top-tier warning that made the news on July 12 — and telling you how to actually read them.

So what exactly is a jaenan munja?

The first thing to understand is that these are not text messages. A jaenan munja is a cell broadcast: the government pushes one message to every cell tower in a target area, and every phone connected to those towers receives it at the same moment. There is no list of phone numbers, no server grinding through millions of individual sends. One shout, everyone in the room hears it.

For years I vaguely assumed they were mass SMS. Then I finally read up on the plumbing — occupational curiosity, I page people for a living — and honestly, the broadcast design is the elegant part. It’s also why the alerts behave in ways that confuse newcomers:

  • You get alerts for a district you’re only passing through. Your bus crosses into a neighboring city, your phone latches onto its towers, and suddenly you’re being warned about their river levels.
  • Visitors get them too. If your phone is connected to a Korean cell tower in the affected area, you’re in the audience. No sign-up, no SIM registration ceremony.
  • The half-second stereo effect in my bedroom? Two phones, two carriers, two slightly different processing moments. Same broadcast.

Nobody chose you. Geography chose you.

What are the three alert levels?

Every jaenan munja belongs to one of three tiers, and the tier decides how loud it is and whether you’re allowed to mute it.

The critical tier is the one people mean when they ask “why can’t I silence this?” — a 60-decibel siren whose reception genuinely cannot be turned off, reserved for things like air-raid warnings and major earthquakes. That un-mutable design sounds authoritarian until you think about the one scenario it exists for: the alert you would have slept through.

The emergency tier is the workhorse of a Korean summer. At least 40 decibels, used for typhoons, floods and heavy rain — this is what woke my household. You can disable it in your phone’s settings. I’d rather you didn’t, but we’ll get to that.

The safety notice tier is everything else, delivered with a normal notification sound. It’s the bulk of the stream, and every alert I’ve personally received this summer has come from the bottom two tiers. If you ever hear the 60dB one, that is not a drill-by-default situation. Look at your screen.

Why is my phone going off about the heat right now?

Because Korea rebuilt its heat-warning system this year, and this month the new system fired its biggest gun for the first time.

Effective June 1, 2026 — the first overhaul in 18 years — the heat-warning scale went from two tiers to three: pokyeom juuibo (폭염주의보, heat advisory) when the daily peak feels-like temperature is expected to hit 33°C or more for two-plus days, pokyeom gyeongbo (폭염경보, heat warning) at 35°C, and a brand-new top tier, pokyeom jungdae gyeongbo (폭염중대경보, emergency heat warning), built around a 38°C feels-like threshold.

That top tier had never been used. Then on July 12 at 10 a.m., the KMA issued Korea’s first-ever emergency heat warning, for Gyeongsan and Pohang in North Gyeongsang Province, with temperatures pushing toward 40°C. I watched that one from Seoul, where we were sweating under a “mere” regular heat warning that week — my phone stayed comparatively polite, which felt like a strange thing to be grateful for.

If you’re wondering why the government felt the need for a louder heat siren at all: KMA data cited in this month’s coverage shows Korea now averages 19 heatwave days a year over the past five years, up from 8 in the 1970s.

The sirens are getting louder because the summers are.

What was that pre-dawn rain alert during jangma?

That one has a name: geukhan hou (극한호우, extreme rainfall). It’s the sharpest tool in the summer alert box, and it works differently from the rest.

For most disasters, alerts are issued through a chain that includes local governments. For extreme rainfall, the KMA now sends the 40dB emergency alert directly, skipping the local-government relay entirely. The trigger is brutal and specific: 50mm of rain in one hour and 90mm within three hours at the same time, or 72mm in a single hour. The system was piloted in the capital region, North Gyeongsang and South Jeolla, then expanded nationwide in 2025 — which is why a Seoul bedroom got the full treatment this July.

For context, 72mm in an hour is not “bring an umbrella” rain. It’s “the road is now a stream” rain.

I’ll admit the direct-send design won me over completely. Cutting the middle layer out of an escalation path is exactly what you do when latency costs lives; I’ve fought for smaller versions of that change in meeting rooms. My admiration was not shared by my wife at 6 a.m., and the kid abstained from the vote.

How do I read these alerts in English?

Two answers: a quick one and a proper one.

The quick one: since February 2024, major disaster alerts — earthquakes, heavy rain and the like — include English keywords, so scan the Korean wall of text for Latin letters before you panic. It also helps to recognize a few Korean words on sight: 폭염 (pokyeom, heatwave), 호우 (hou, heavy rain), 지진 (jijin, earthquake), and 대피 (daepi, evacuate — the one word that should make you stop scrolling).

The proper one: install the Emergency Ready App, the official app from the Ministry of the Interior and Safety. It translates disaster alerts into English, Chinese, Japanese and more, and it carries safety guides plus shelter locations — including mudeowi swimteo (무더위쉼터, public heat shelters), the air-conditioned refuges that matter in a summer like this one. On a 38°C feels-like day, knowing where the nearest cooled public room is stops being trivia.

My honest recommendation is to set this app up on a calm day. Translating a siren at 6 a.m. is nobody’s best work.

Should you turn any of them off?

Here’s the settings reality: the critical 60dB tier can’t be disabled at all, and the emergency and safety tiers can. So the real question is whether you should mute the bottom two.

My take, for what it’s worth: keep the emergency tier on, full stop. It’s the one that covers the water — typhoons, floods, extreme rain — and in a country where 72mm can fall in an hour, I’d rather lose sleep ten times than miss the one alert that matters. If the safety-notice stream genuinely overwhelms you, muting that tier is a defensible trade — but only after the Emergency Ready App is installed, so the important ones still reach you in a language you read.

Me? Everything stays on, at full volume, on both phones in the house. Partly professional respect for a well-built broadcast system. Partly because I’ve seen what happens when someone snoozes the wrong alert — at work it costs money, out here it costs more.
